With 78% Performance Recorded… Govt 2025 Report Reveals 16% of Ministerial Targets Missed

Chief Minister David Moinina Sengeh stated that the Report highlighted the government’s commitment to Accountability, Transparency and Civic Engagement, emphasising that the national development plan, the primary manual for assessing government performance and how well they have delivered.
He added that the government did better in delivery in 2025 than 2024, even though there was a financial Reduction in allocations. According to the Chief Minister, government has improved 100% on implementation of cabinet conclusions, Audit Recommendations and other compliance indicators this 2025, as compared to 2024.
A Total of 89 Cabinet Papers and 145 Ministerial Agreements were approved, with most ministries achieving the minimum targets of five Papers and two Agreements
Compliance rate for service delivery charter stood at 53.1%, with 19 ministries achieving the minimum target of 50%.
Compliance Rate for Procurement, Audit, strategic plan and Annual work plans ranged from 70% to 76.9%.
Ministries Reported Appropriation in Aid Estimated at USD 0.88 Billion, while domestic Revenue mobilisation reached 21.1 Billion
Ministries conducted 1,355 citizen engagement Activities, 133 service delivery innovations was introduced.
The overall performance scored, according to the evaluation recorded is 78.0%, representing an aggregate output against agreed minimum targets.
The Economic Management cluster outscored other sectoral clusters, recording an average score of 83.1%. In terms of targeted achievement, ministries fully achieved 62%, partially achieved 22% and failed to achieve 16% of their goals.
According to the Chief Minister these findings demonstrated continuous progress in the performance of public sector, and vouch the government determination to strengthen service delivery across all ministries.
Despite tighter financial envelopes, government was able to achieve good results in 2025 compared to 2024, and such reports reason the continued commitment of the government to result-oriented governance, this ensures government effectiveness to service delivery across Sierra Leone.
